This is a landmark moment for the railway in Wales. For the first time a rail service has been procured and awarded in Wales, for Wales.


£1.9 billion will be invested in improving passengers’ travel experience, including an £800 million investment in trains, boosting overall service capacity by 65 per cent.

- All trains will be replaced by 2023

- 95% of journeys will be made on brand new trains, with the rest refurbished to modern standards.

- An extra 600 staff will be recruited to deliver the service.

- £194 million will be invested to modernise all 247 stations.

- Half of the new trains will be assembled in Wales.

- Stations will be powered 100 per cent by renewable energy, at least 50 per cent of which will be sourced in Wales.

- 450 new apprenticeships will also be created over the life of the contract.

- Free travel for under 11s.

- Half-price fares for 16 – 18 year-olds with free travel on off peak services.

- Power supplies will be available at over 95 per cent of seats across all rolling stock types by 2020, with 100 per cent roll out completed by 2022.

- Sunday services will be boosted by 61 per cent with an additional 294 services across Wales, creating a true seven-day-a-week service.

- Welsh Labour Government’s partnership working with rail unions guarantees a Guard on every train in Wales.

South East Wales Mid & South West Wales North Wales Borders

South East Wales

As part of our commitment to South East Wales, we will:

- Introduce a Central Metro with new trains providing faster, modern and cleaner services from 2022.

- Deliver at least four services per hour across the Treherbert, Aberdare and Merthyr valley lines.

- Eliminate diesel use on the Central Metro lines by 2024.

- Pacer trains to be removed by December 2019.

- Provide ticket machines at all South Wales Metro stations by April 2019.

- Introduce pay-as-you-go for users of smartcards by April 2020.

- Build new stations at Loudoun Square, Crwys Road and the Flourish by December 2023 and Gabalfa by 2028.

- Invest in Cardiff Central station from April 2025, Abergavenny Station from April 2023, Chepstow from April 2025 and Merthyr Tydfil from April 2020.

- Simplify the Cardiff - Valleys fares from January 2020:

- Anytime Return fares to fall by 12.5%.

- Weekly Season tickets will be reduced by 14% for 33 of the outer stations.

- Develop a maintenance depot at Taffs Well and an Infrastructure Management depot in the Valleys. Both will use local training and development facilities such as Coleg Y Cymoedd.

- Retain the link from Penarth, Barry and Bridgend to destinations north of Cardiff Central using new tri-mode trains (overhead electric, battery and diesel) from December 2023.

- Introduce three new Community Rail Partnerships, recruiting a Community and Stakeholder Manager and nine Community and Customer Ambassadors by 2021.


Train service improvements include:

- A new Ebbw Vale to Newport service by May 2021 with one service every hour.

- 4 trains per hour throughout the Rhymney route from December 2023.

- 4 trains per hour to from Treherbert to Cardiff from December 2022.

- 6 trains per hour to Cardiff Bay from December 2022.

- 4 trains per hour between Aberdare, Merthyr Tydfil and Cardiff from December 2022.

- 1 train per hour between Cardiff and Cheltenham from December 2022.

- 4 trains per hour between Cardiff and Bridgend (direct, Monday to Saturday) from December 2019.

- 2 trains per hour between Cardiff and Bridgend via the Vale of Glamorgan from December 2023.

Mid and South West Wales

As part of our commitment to Mid and South West Wales, we will:

- A consistent 1 train per hour service on the Cambrian line from Shrewsbury to Aberystwyth.

- An additional service every day on the Heart of Wales line from December 2022.

- Additional summer Sunday services from May 2023 between Tywyn and Pwllheli – including a new 1 train per hour express service between major centres by 2025.

- A first-class service from Swansea to Manchester from 2024.

- New trains on the Cambrian line from 2022, providing extra seats on the busiest services.

- Introduce new two and three-car trains on the Milford Haven to Manchester service by 2023.

- Introduce refurbished trains on the Heart of Wales line.

- Retain local jobs at the depot in Machynlleth.

- Invest in Carmarthen and Machynlleth stations in 2021, and Llanelli Station in 2025.

- Transform sites across the region into community facilities, prioritising areas of high deprivation, and make space available to support local businesses.

- Introduce a pay-as-you-go facility for users of our app from April 2021, finding the lowest available fares.

- Provide ticket machines at more stations.

North Wales

As part of our commitment to North Wales, we will:

- Increase frequency on the Wrexham-Bidston line to 2 trains per hour from December 2021, with fully refurbished metro trains.

- Introducing a new 1 train per hour service from Chester to Liverpool Lime Street in December 2018.

- Introduce a new fleet of trains on the North Wales Coast in 2022.

- Reduce walk-up and season fares to encourage travel.

- Invest in Shotton Station and Wrexham General from April 2024, to prepare for the North Wales Metro.

- Invest to co-fund new station buildings at Blaenau Ffestiniog.

- Create a true intercity experience on the North-South long-distance services, bringing 12 newly refurbished Mark IV carriages to Wales.

- Provide ticket machines at more stations.

- Help you get the lowest fares with a pay-as-you-go app facility from April 2021.

- Revising timetables in December 2022 to introduce a new hourly Liverpool to Llandudno and Shrewsbury service.

- Liverpool to Cardiff (1 train every 2 hours), plus direct services between Manchester Airport and Bangor.

Borders

As part of our commitment to the Borders, we will:

- Introduce new trains for the Milford Haven to Manchester service by 2023.

- Create a true intercity experience on the North-South long-distance services, bringing 12 newly refurbished Mark IV carriages into use on Cardiff to Holyhead services via Shrewsbury and Chester.

- Introduce new and reduced fares between Shotton and Chester (reducing seven-day Season tickets in January 2020) and Leominster-Shrewsbury.

- Provide ticket machines at more stations.

- Introduce a pay-as-you-go facility for users of our app from April 2021, finding the lowest available fares.

- Increase frequency on the Wrexham-Bidston line to 2 trains per hour from December 2021, with fully refurbished metro trains.

- Revising timetables in December 2022 to introduce a new hourly Liverpool to Llandudno and Shrewsbury service.
