Cheaper bus fares
We would introduce a £2 cap on single fares.
Under 21s already enjoy a £1 cap on single fares – which we have extended – and over 60s get free bus travel across Wales.
These cheaper fares would come following Welsh Labour’s landmark Bus Act, over-turning Thatcher’s bus franchise model and putting bus services back in public hands.
Lower energy bills
We will upgrade energy efficiency in more homes.
We know this works. We have already invested almost £260m to make homes warmer and more energy efficient and cut households’ energy bills by £595 through Warm Homes advice.
Our national push for renewables will help lower energy bills and keep them low.
Improving our energy security will mean we are less reliant on unstable global energy markets.
Expanding childcare
Phase-in funded childcare to babies aged nine-months-old and make childcare easier to access over the course of the next Senedd.
We’ll fund 20,000 new funded childcare spaces as part of our phased plan.

Energy Independent Wales
Work towards our vision for an Energy Independent Wales built on clean, green and homegrown energy, helping to protect Wales from unstable global energy markets.
In doing so, we will keep people’s energy bills as low as possible, create new, well-paid jobs in the energy sector and make sure local communities feel the benefits from renewable energy projects.
Publish a new renewable energy strategy, agree a new sector deal with industry and set up a new standalone energy department within government.
Lifelong Retraining Guarantee
This new guarantee is a direct response to the changes working people are facing in the world of work – the transition to net zero and the rise of AI.
We will make sure workers can access the training they need by reviewing and simplifying all training and adult learning offers.
We will retain the successful Wales Union Learning Fund and build on the success of the Flexible Skills Programme.

A new deal for our NHS
A new deal for our NHS with £4bn to build new hospitals, same-day mental health support, and a focus on women’s health.
Hospitals of the Future Fund
An ambitious £4bn programme to build new hospitals in South, North and West Wales.
It will modernise some of Wales’ oldest NHS estate, providing state-of-the-art hospitals.
This will fund the replacement of UHW, redevelop Wrexham Maelor Hospital and fund hospital developments in West Wales.
This is a 10-year commitment – similar in ambition and scale to the 21st century schools programme.
Same-day mental health support
The next Welsh Labour Government will transform mental healthcare to provide easy-to-access, same-day services so everyone can get the right support they need, when they need it.
We will build on the success of services like 111 press 2 and make this revolutionary new model available.
Wales would become the first country in the world to have open-access mental health services.
A focus on women’s health
We will ensure Wales’ landmark Women’s Health Plan is fully implemented, improving women’s access to healthcare and their outcomes.
Endometriosis affects one in 10 women in Wales.
We will develop accredited regional centres for endometriosis care across Wales to improve access to specialist support alongside a network of community and primary care endometriosis clinics to be based in the new women’s health hubs.
This builds on the work already underway across Wales to improve the diagnosis of endometriosis and support for women with endometriosis.

Cleaning up our rivers and seas
We will clean up our rivers and seas with a Clean Water Bill for Wales, create a new water regulator and fund a dedicated war chest to crack down on the people polluting our rivers.
Growing our National Forest
The National Forest for Wales now covers the equivalent of over 90,000 rugby pitches thanks to a network of woodland sites across Wales.
The National Forest is about more than just trees – it’s about making sure more people can spend more time in nature and tackling the climate emergency.
We will keep growing our National Forest for Wales.
We will also create the National Forest Trail, which will eventually stretch from North to South Wales.
Cracking down on fly-tipping
Welsh Labour would increase fines for those caught fly tipping.
There is never any excuse for fly tipping. No one should have to deal with fly tipped rubbish in their streets and neighbourhoods.
We are committed to cleaning up our communities and will raise fines on the offenders dumping waste illegally.

A fairer future ending homelessness, a pay-rise for the lowest paid workers and raising school standards.
Ending homelessness.
We will end homelessness by 2034, with a milestone to have no children placed in bed and breakfast accommodation by 2030.
We will do this by making it a key focus for Government over two Senedd terms.
We will bring together a group of experts to guide this work from the first day of the new Government.
We will maximise every power available to us under the new Homeless Act.
A fairer deal for school support staff by setting up a new statutory School Support Staff negotiating body, with year-round pay as one of its first priorities.
Introduce legally enforceable fair pay agreements for all social care workers.
Ensure business receiving Welsh Government support pay the Real Living Wage.
All this builds on the UK Labour Government raising the Minimum Wage for 160,000 people in Wales.
Raising school standards.
A relentless focus on excellence in literacy and numeracy as the building blocks of all learning.
Targeted literacy and numeracy support for learners in Year 6 and Year 7 as they progress from primary to secondary school.
Ensure all school staff are trained to support children and young people with Additional Learning Needs.
