This election will shape the future of our country for a generation. Wales will choose not just a new government, but a new future.
When I stepped up to lead Wales last August — the nation that shaped me, raised me, and rooted my values — I did so with my eyes wide open and a strong sense of duty to our people.
Since then, I’ve travelled across Wales listening to your priorities — and I did this because your priorities are our priorities.
Now we’re getting on with the job.
I am confident that together, we are ready to meet that responsibility head on.

Iechyd Da – A Healthier Wales
Creating a healthier Wales is Welsh Labour’s number one priority. In the Welsh Labour Government’s draft budget for 2025-26 we have increased funding for the NHS and social care by £600m. We are committed to cutting NHS waiting times, including for mental health; improving access to social care and services for women’s health. Since Eluned Morgan became First Minister we have:
Set out an ambitious plan to cut long waiting times and the waiting lists by March 2026.
Invested £22.5m to modernise the ambulance fleet.
Invested £21m in new diagnostic equipment to speed up testing and treatment.
Awarded NHS staff an above-inflation pay award.
Launched Wales’ first Women’s Health Plan.
Rolled out the All-Wales Fracture Liaison Service – a new way of treating broken bones – in every part of Wales.
Opened the new North Wales Medical School.
Lowered the bowel cancer screening age to 50.
Introduced a new app to improve maternity care.
Upgraded the NHS Wales App and introduced a new way for people to sign up to it.
Targeted work to reduce hospital discharge delays.
Extended our short breaks scheme for carers.
Announced Wales will become a Marmot Nation to tackle deep-seated and unfair health inequalities.
Consulted on a new NHS dental contract to improve access and which puts people’s health needs first.
Extended the common ailments scheme in Wales’ network of community pharmacies.

Jobs and Green Growth
Creating jobs and growing our economy to tackle the problems of the future is a key priority for Welsh Labour. We are creating green jobs that tackle the climate crisis and restore nature, while making families better off; and are accelerating planning decisions to grow the Welsh economy. Our achievements on this since Eluned Morgan became First Minister include:
Wales at forefront of UK drive to ‘turbocharge’ AI – one of biggest data centres in Europe already in Newport, with plans for more.
Unlocking the power of floating offshore wind, and the range of new opportunities for skills, apprenticeships and employment – as well as investment in new port infrastructure that this will bring.
Launched Wales and Japan 2025, to maintain and build on our economic and cultural links with Japan.
Action to accelerate infrastructure planning decisions. New proposals will allow infrastructure planning decisions of national significance to be taken more quickly, boosting economic growth.
5 decisions on major new renewable energy projects approved since September – over 280 MW of renewable energy for Wales – equivalent to power 180,000 Welsh homes.
International Investment Summit, London – Wales at the top table, showcasing our huge strengths and attracting investment that will lead to long term economic growth and job creation.
Broadband connectivity – £12m investment announced. Transforming daily life, enhancing public services, and opening up new opportunities for economic growth.
Shotton Mill, Deeside – transformative investment of over £1bn for redevelopment, safeguarding 147 jobs and creating 220 more. Making Flintshire a world leader in paper production and recycling.
Launched the Independent Water Commission, the largest review of the sector since privatisation, alongside UKG.
£280,000 Forestry and Timber Skills fund to address skills gaps by subsidising places on accredited forestry and timber supply chain courses.
Farming – made £14m available to farmers for further SFS Preparatory Phase schemes.
£100,000 to help restore the equivalent of 266 rugby pitches of Welsh seagrass.

Opportunity for Every Family
Another key priority for the Welsh Labour Government is ensuring that Wales is a great place for young people to grow up, and for families to get on. We are boosting standards in schools and colleges and providing more homes for social rent, ensuring every family has the chance to succeed. Our achievements on this since Eluned Morgan became First Minister include:
£120m extra to support local authorities (Dec 2024).
Investing £262m extra across the education sector.
Rolled out universal free school meals to all primary school pupils.
Above inflation pay rises to teachers.
More young people can claim Education Maintenance Allowance. Our EMA is already the most generous in the UK at £40 a week.
Boosted the Welsh Government Learning Grant to open more opportunities for adult education.
E-sgol – rolled out across Wales – video technology to connect classrooms so pupils can study subjects that may not have otherwise been available to them.
Family Engagement Officers working with children and families on the causes of low school attendance.
Millions invested in programmes to boost literacy and numeracy standards.
Continuing the biggest programme of school building anywhere in the UK for a generation with more investment in more schools.

Connecting Communities
The fourth priority for the Welsh Labour Government is ensuring that communities in Wales are well connected to one another. We are transforming our railways and delivering a better bus network; fixing our roads and empowering local communities to make choices on the speed limits of local roads.
